Report No. 234/2026 from the Head of Finance presents the monthly Local Fund Statement. Agreed without discussion.
The Local Fund Statement is a regular financial report that Dublin City Council's Head of Finance gives to the elected members each month. It is issued under the Local Government Act 2001. Each statement compares receipts and payments for the current period with the same period last year. It also gives cumulative figures for the year. It lists the main receipt areas and any receipts over €1m. It also lists payroll payments and non-pay payments over €1m. The "Local Fund" is the council's day-to-day bank and cash position. It is not the annual budget, and it is not the audited accounts.
Recent statements show how large the numbers are. For example, between 1 and 28 March 2025 the council paid out €156.3m and received €179.2m, a surplus of receipts over payments. Large items in these reports have included construction contracts, electricity costs and refunds to government departments. Income typically includes commercial rates, housing rents and Local Property Tax allocations.
The report sometimes comes with other finance documents. These can include an analysis of revenue-account and capital-account income and expenditure under the EU/IMF Framework. Councillors usually just note the report, and the usual motion is that the Council "notes the contents" of the report. The statement is a way for the public and councillors to check cash flow and spending on a regular basis. That matters because Dublin City Council manages one of the largest local authority budgets in Ireland. The full reports are published in the council's online meeting agenda packs on the council website.
