The minutes of the Special City Council Meeting of 28 September 2026 and the monthly City Council Meeting of 5 October 2026 were confirmed without discussion.
Confirming minutes is a routine legal step for Dublin City Council. Under the Local Government Act 2001 (Schedule 10), minutes of a meeting must be submitted for confirmation as an accurate record at the next ordinary meeting, where practicable, or otherwise at the next meeting, and recorded in the minutes of that meeting. That explains why the minutes of a special meeting (28 September) and the October monthly meeting were both approved at the November meeting.
The Council's Standing Orders set out how this works locally. They provide that monthly meetings are convened for the first Monday in each month. They also include a dedicated "Confirmation of Minutes" provision. Under that provision, draft minutes may be published before they are confirmed. Minutes are published on the City Council's website. The Council's Standing Orders were last agreed in June 2025. Special meetings can be called on a requisition from members under Schedule 10 of the Act.
Confirmation does not reopen policy debates. It only checks that the written record accurately reflects what happened, such as attendance, motions and votes. Once confirmed, the minutes become the official record. Residents can use them to see how decisions were reached and how their councillors voted. Agendas, reports and minutes for each meeting are published on the Council's meetings portal, councilmeetings.dublincity.ie.
