Report No. 228/2026 from the A/Executive Manager proposes the grant of a lease of the former Crèche on Shelerin Road, Clonsilla, Dublin 15 to Avista CLG. Agreed without discussion.
Avista CLG is a charity, a company limited by guarantee. It adopted the name Avista on 6 December 2021, and it was formerly the Daughters of Charity Disability Support Services. It delivers services in Dublin, Limerick, North Tipperary and Offaly to adults and children with intellectual disability and/or complex support needs. In Dublin 15, it already runs several services. Its children's services operate in partnership with the HSE through the Progressing Disability Services national programme. The HSE's day-service listing also shows an Avista adult day service called "Mount View" on Sherelin Rd, Clonsilla.
A lease like this is a council "disposal" of property. In Ireland, local authorities generally have to report such disposals to elected members, which is why a manager's report like No. 228/2026 comes before councillors. Leases to voluntary and community bodies are often granted for social or community use, sometimes at a nominal or reduced rent. The report's terms, such as rent, length and permitted use, would be in the full report.
Shelerin Road has had childcare use. The Blakestown and Mountview Neighbourhood Youth Project runs a community-based early years service there, with 33 children. I found no public information on whether this is the same building or on the reason for its current vacancy. Avista's wider plans for the site are also not public. Clonsilla is normally in Fingal local authority territory, so citizens may want to check the council report for the property's ownership and legal basis.
The item matters because it shows how vacant public buildings can be reused for disability services and other community needs in a growing area of west Dublin.
