The proposal is Phase 2 of the Donore Project on the former St Teresa's Gardens social housing complex. The Land Development Agency (LDA) and Dublin City Council (DCC) have submitted a planning application for 123 new homes. The Part 8 consultation also covers a Municipal Playing Pitch and a "Players Park". Part 8 is the process local authorities use to seek permission for development on their own lands. Under it, councillors vote on the proposal. An earlier LDA information document described the homes as 104 cost rental homes managed by the LDA and 20 social homes owned by DCC. The homes are described as BER A-rated.
The wider Donore Project is being delivered by the LDA and DCC. Phase 1 will comprise 389 cost-rental and 153 social homes across four apartment blocks. The first homes are targeted for completion in November 2026, with Phase 1 handover in March 2027. Phase 1 also includes a crèche, community spaces and a new home for the local boxing club. Across both phases, Donore will deliver 665 cost rental and social homes. The Phase 2 application was lodged in July 2026 after a public consultation.
The site has a long history. A regeneration plan for St Teresa's Gardens was first mooted 25 years ago, but the 2009 plans fell victim to the property market collapse. Later plans were delayed when hazardous waste was found and the soil needed decontamination. The scheme matters because it adds public and affordable housing in the inner city. It also provides sports and green space. New routes will open between Donore Avenue, South Circular Road and Cork Street.
