Part 8 is the planning procedure that Irish local authorities use for their own developments. It comes from Part 8 of the Planning and Development Regulations 2001. The Cherry Orchard Park proposal is advertised under the Planning and Development Act 2000 (as amended) and those Regulations. The public is invited to comment, and submissions on the Cherry Orchard Park Renewal had to be made in writing to the Planning and Property Development Department before 4.30pm on 28 August 2026. Councillors then vote on the scheme. Part 8 approval is a reserved function of the elected members, not of council management. A separate Cherry Orchard Part 8 report said the same thing.
The park sits in Dublin 10 and is bounded by Cherry Orchard Grove, Barnville Park, Cherry Orchard Avenue and Cedar Brook Way. The advertised works include a floodlit 400m running track, a sports pavilion with toilets and club storage, and a small civic plaza next to The Orchard Centre. The council describes the project as a significant investment in the Cherry Orchard and Ballyfermot area. It aims to create an inclusive, accessible green space. Dublin City Council has published the full drawings, reports and notices on its website.
The park is part of wider regeneration in the area. Nearby sites fall within the Park West & Cherry Orchard Strategic Development and Regeneration Area (SDRA 4). A Local Area Plan for Park West and Cherry Orchard was adopted in October 2019. Other recent Part 8 proposals in the area include 171 social homes and a new central park running from Cherry Orchard Meadow to Cherry Orchard Avenue. The council has been building social housing in the Ballyfermot and Cherry Orchard areas since the mid-20th century. Green space, sports facilities and community amenities are therefore a significant issue for residents as the area's population grows.
