Report No. 226/2026 from the Chief Executive proposes the Part 8 construction of 10 units at a site at Berryfield Drive & Valeview Gardens, Finglas, Dublin 11.
Main issues
The proposal is a Part 8 planning process. Part 8 is the route local authorities use to approve their own development. It comes from the Planning and Development Regulations 2001 (as amended). Dublin City Council's Housing Department is the applicant for 10 residential units on a site of about 0.3 ha at Berryfield Drive and Valeview Gardens, Finglas, Dublin 11. The public consultation is part of this process. It opened on 30 July 2026 and ran for four weeks. After that, the Chief Executive's report goes to councillors, who vote on whether the scheme goes ahead.
The design is a two-storey, U-shaped block fronting Berryfield Drive to the east and west and Valeview Gardens to the south. Berryfield Drive would be split into two cul-de-sacs, with new vehicle access from Cardiffsbridge Road serving the western part. 352 sqm of public open space would be kept at Valeview Gardens. Earlier council area reports described six 2-bed houses and four 1-bed apartments. The homes are social housing. The site was identified by the Finglas Area Office in response to requests from the local community.
The scheme matters because it adds social homes to an existing estate and also upgrades the public realm. The council describes it as close to the proposed extension of the Green Luas line stop at St Helena's in Finglas. It is one of several Finglas housing projects. For example, a Part 8 for 110 units on the Church of the Annunciation site has already been approved.
